  My experience is only with the second health sector development project office which is in the 3rd floor. The centre is in a central location. But parking within the premises is limited to offices inside. If you are trying to park during rush hours be prepared to park around the vihara maha Devi park and walk to the centre. Under maintained facility. Wash rooms for upper floors are substandard. Has a public cafe at the ground floor. Decent food for standard prices. Seats for about 10. One of the plus factors is frequent bargain sales of well known brands and shops in the ground floor main hall. Look out for internet flyers.

  This J.R Jayewardene Center was established by the act of Parliament titled "J.R Jayewardene Center Act No. 77 of 1988". J. R. Jayawardene Center, created on the then President J.R. Jayawardene of his name. It is Located near Colombo Town Hall and Victoria (Vihara Maha Devi) Park. This has a very good library. Though very close to a very busy De Soyza Roundabout, the centre provides many activities such as exhibitions and other interesting events.

  The J R Jayawardene centre is the Presidential Library and study centre of a Sri Lankan President who had a long career both in government and opposition. It contains many paintings, gifts from distinguished visitors and his personal library with no charge to enter. The latter may be of particular interest to those studying political science, international relations and history. If you visit, you need to tell the security at the gate (armed services) that you wish to visit the centre. They will probably escort you to the door and ring the bell for admission. We were the only visitors and the interior resembles a sleepy government office that no one visits. There are a few people manning the centre but they don't seem to expect (or get) too many visitors. We started at the top of the building (where the books are) and worked our way down. There is an exhibition of photographs in a small room at the back of the ground floor.
