::The Orr’s Hill Village Development Society was established by the people of Orr’s Hill. The first stage of work was construction of the school building called "Uvar Malai Tamil School" (Orr’s Hill Tamil School). This school came into being because of S. V. Velupillai, a philanthropist form Trincomalee. The school opened on 10 February 1978 with 150 pupils and four teachers in a thatched roof structure. The first principal was V. Thangavel. The school building was ceremonially opened by R. Sampanthan, M.P. for Trincomalee.Mr.V.Thangavel saved as a first principal of the college from 1978 then Mr.Balachandra Iyar followed him.The next Principal was Mr.Mahadevan and then Mr.Sithamparapillai Navaretnam. Mr.Navaratnam had saved in this college for 16 years and retired on June2008 till his 60th birthday.During his period the college developed greatly. He started maths, science and commerce section of the G.C.E AL.and succeed in promoting the standard of this streams.Many students during entered universities during this period. Many physical resources such as The Auditorium,The Library,The Multimedia Unit , The Science Lab and Boys' hostel were built during his period are still used by the students now. He introduced the band group also during his period. It was a significant achievement that about 50-65 students passed in Grade 5 scholarship examination annually. Many students got 10"A" in G.C.E O/L examination.Many students who studied in this college are now engineers , doctors and accountants. He received commendation letter from the secretary of Her Excellency the President Chandrika Bandaranayake Kumarathunge for the excellent achievement in the A/L output island wide.[2] It is correct to say that his period(Mr.S.Navaratnam) was the "Golden Age of this college" because of this fame achieved by the college.
